I am having the same issue but it occurs on my offline computers onto which Adobe Rader DC is downloaded for students. In my case, students are using the program to access coursework. They use the fill and sign option for a school assignment and the next student is able to access the previous users answers. If you have more than one PDF application on your computer, you can specify which one is used to open PDFs.

Thankfully, there is another way to quickly jump between PDF pages. At the top of the screen, you will see a page counter.
